A public hearing was called by Bronx Borough President Ruben Diaz Jr. on a proposal by the City to build borough-based jails-- this part of a larger plan to close Riker's Island. For the Bronx, it would mean placing it at 745 East 141st Street -- currently a tow pound --- a plan that drew mixed reaction at Borough Hall.
